What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

Purpose

 

The Movement Cooperation officer contributes to the planning, implementation, monitoring and evaluation of the Delegation’s Movement Cooperation objectives. He/she works under the supervision of the Movement Cooperation Coordinator (MCC).

This is a resident/National position based in Addis Ababa, Ethiopia.

 

Relationships

 

  • Internally, interacts with Movement Cooperation department, other departments and focal persons of sub-delegation
  • Externally, interacts with ERCS and other Movement partners.

 

Accountabilities & functional responsibilities

 

Program Design, Implementation, and Evaluation

 

  • Supports relevant departments, sub-delegations, and the Ethiopian Red Cross Society (ERCS) in designing, implementing, monitoring, and evaluating joint programs.
  • Contributes to analyzing the context and humanitarian needs through regular contact with ERCS.
  • Ensures proper coordination of ICRC and ERCS plans and activities under Movement Cooperation and ICRC operational departments.

 

Collaboration and Partnership

 

  • Facilitates cooperation  and mutual understanding between ICRC and ERCS in the field to strengthen their partnership.
  • Strengthens ICRC coordination with ERCS and other Movement partners within the area of responsibility.
  • Builds and maintains positive relationships and trust between ICRC and ERCS.
  • Conducts periodic visits to ICRC sub-delegations and ERCS branches within the area of responsibility to foster regular coordination and ensure partnership modalities are understood and respected.

 

Capacity Building and Support

 

  • Contributes to ERCS capacity strengthening (National Society development) and supports ERCS priorities in line with the partnership between the two institutions.
  • Under the guidance of the Movement Cooperation Coordinator, supports ERCS in designing and implementing internal policies, systems, guidelines, and Standard Operating Procedures (SOPs).
  • In coordination with team members of the Movement Cooperation department and other ICRC departments, supports ERCS in emergency preparedness and response activities.
  • Organizes and facilitates trainings, workshops, and seminars in Addis Ababa and in the field.

 

 

Accountabilities & functional responsibilities 2

 

Policy and Agreement Management

 

  • Participates in the reviews of Partnership Framework Agreements (PFA), Operational Cooperation Agreements (OCA), and other Movement-related agreements.
  • Promotes the Fundamental Principles across the delegation, sub-delegations, and Movement, while monitoring their implementation.
  • Follows up on and recommends measures for implementing decisions and resolutions from the Council of Delegates and Movement Statutory Meetings.

 

Monitoring and Reporting

 

  • Analyzes and shares insights on new developments within the Movement in Ethiopia.
  • Compiles, analyzes, and summarizes quarterly reports for distribution to relevant stakeholders.
  • Handles regular duties, including drafting meeting minutes, compiling periodic reports, managing internal tools and databases, and maintaining proper filing systems.

 

Administration – Finance

 

  • Knows, applies and complies with all the administrative and finance procedures.
  • In close consultation with the Administrative Assistant, reviews regular and ad-hoc financial requests from ERCS to ensure accuracy, compliance with established practices and standards, and alignment with agreed plans of action; provides recommendations for new requests and ensures timely payments.
  • Keeps files up to date at all times

Reporting

 

  • Ensures timely reporting of activities to Movement Cooperation Coordinator 

 

Translation and Communication

 

  • Translate documents between English and Amharic as required.

 

Other

 

  • Undertakes other tasks assigned by the Movement Cooperation Coordinator

EDUCATION, EXPERIENCE AND COMPETENCIES REQUIRED

 

  • Bachelor’s degree in international relations, Political Science, Law, Project Management, Business Administration, or equivalent qualification in a related field of study
  • Minimum of 3 years of work experience in Movement Cooperation or a similar field within or outside the Red Cross and Red Crescent Movement 
  • Excellent knowledge of English and Amharic; proficiency in other local languages is a strong asset.
  • Excellent organizational, analytical, planning and reporting skills
  • Computer proficiency especially in MS Office and qualitative data analysis
